Abstract
Aims: In the sustainable urban management system, the role of citizens in guiding, monitoring, and participating in shaping the future of the city has been accepted as one of the fundamental and irreplaceable pillars. The main objective of the research is to draw a citizen-based framework for synergy between Islamic ethics and environmental education.

Methods: Based on critical theory, this research criticizes the subject literature and competing theories within the framework of the liberal studies paradigm and the logical reasoning strategy. The gap between current knowledge and research achievements is covered in three stages including 1- criticism, 2- refutation, and 3- design.

Findings: The findings show that the most important challenges identified in the critical approach to the subject literature can be classified into two main categories. First, theoretical weakness; In such a way that many studies have not provided a deep and clear conceptual explanation of the nature of the "responsible citizen" and have not specifically explained why citizens should accept the responsibility of citizenship. Second, practical weakness; meaning that existing theories lack effective operational frameworks to create a link between the role of the citizen and the urban management system and do not have sufficient executive efficiency.

Conclusion: The results of the study show that in order to theoretically and practically realize the interaction between the responsible citizen and his role in a healthy city, it is necessary to draw up and implement a comprehensive framework for the synergy of Islamic ethics and environmental education.
